Empires breed complacency by eroding the sharp edges of skill, stamina, and rational thinking. When you can live comfortably without having to perform at your very best, when your worldview is based on a sense superiority that you have inherited from your community, you have the luxury of believing any half-baked fantasy that appeals to you, because thanks to the structures that were put in place to keep you secure and well fed, a lack of rational thinking is no longer going to cause you to starve.
